    IN IMPLEMENTING SHIFT #9 GLOBAL ONLINE LEARNING WITHIN THE MALAYSIA HIGHER EDUCATION BLUEPRINT

“Research Areas for Leveraging Information and Communication Technologies (ICT) in Implementing Shift #9 Global Online

Learning within the Malaysia Higher Education Blueprint (2015-2025)

 

Abstract: The ten-year Malaysia Higher Education Blueprint (2015-2025) (MHEB) waslaunched 15 months ago in April 2015.

The MHEB outlines 10 shifts where the first four focus on outcomes for key stakeholders in the higher education systems,

including students in academic (Shift 1) and TVET pathways (Shift4), the academic community (Shift 2), as well as Malaysians

participating in lifelong learning (Shift 3). The other six focus on enablers for the higher education ecosystem, covering critical

components such as funding (Shift 5), governance (Shift 6), innovation (Shift 7), internationalization (Shift 8), online learning

(Shift 9), and delivery (Shift 10).  Shift 9 (Global Online Learning) in particular, explicitly emphasized leveraging technologies and

innovations such as Massive Open Online Courses (MOOCs) and blended learning for providing a conducive teaching and

learning ecosystem in Malaysian universities.  Within this shift, the Malaysia Ministry of Higher Education is aggressively

promoting the idea of the Universities of the Future along the theme of "Rethinking Teaching and Redesigning Learning".

This paper suggests possible priorities of new academic research areas that explores how ICT can be leveraged to implement

the strategic initiatives within the aspirations of Shift 9.  It also briefly touches on ICT opportunities in the other 9 shifts within

the MHEB.  It is hoped that this will generate research ideas that not only addresses current challenges in higher education,

but also enables Malaysia to compete globally.

Bio: Prof. Dr. Rose Alinda was appointed as Deputy Vice Chancellor (Academic & International) at Universiti Teknologi Malaysia 

on 16 Januari 2012 after having served as Dean School of Graduate Studies from August 2007 until January 2012 and prior

to that has held various administrative positions related to graduate studies and research management since 1996.

She was promoted to the post of Professor (Information Systems Management) at the Faculty of Computer Science and

Information Systems in August 2005. Prof. Dr. Rose Alinda is currently the Chairperson of the Council of Deputy Vice Chancellor

and Rector (Academic & International) since June 2014 and was the Chairperson of the Malaysia Graduate School Deans' Council

in January 2010 until January 2012. She is currently a member of the Malaysia Ministry of Higher Education Core Advisor for

University Transformation Program UniTP (Differentiated Academic Career Pathway). Her area of expertise is in Knowledge

Management and Information Systems Planning & Management. She has graduated 20 PhD students and authored more than

fifty publications in these areas.

Title: Bibliometric Tools for Discovering Information in Database

Abstract: In bibliometrics, there are two main procedures to explore a research field: performance analysis and science mapping.

Performance analysis aims at evaluating groups of scientific actors (countries, universities, departments, researchers) and the impact

of their activity on the basis of bibliographic data. Science mapping aims at displaying the structural and dynamic aspects of scientific

research, delimiting a research field, and quantifying and visualizing the detected subfields by means of co-word analysis or documents

co-citation analysis. In this talk we present two bibliometric tools that we have developed in our research laboratory SECABA: H-Classics

to develop performance analysis by based on Highly Cited Papers and SciMAT to develop science mapping guided by performance

bibliometric indicators. 

Bio: Enrique Herrera-Viedma was born in Jódar, Spain, in 1969. He received the M.Sc. and Ph.D. degrees in computer science from

the University of Granada, Granada, Spain, in 1993 and 1996, respectively. He is currently the new Vice-President for Research and

Knowledge Transfer in University of Granada and Professor of Computer Science with the Department of Computer Science and Artificial

Intelligence. He is considered as a Highly Cited Researcher) by Shangai Center and Thomson Reuters in the categories of Engineering

and Computer Science. Around 29 of his papers are classed as highly cited in the Thomson Reuters database as well as being in the top 1%

of the most cited papers in its field (Computer Science and Engineering). His h-index is 51 according to the Web of Science with more than

8.000 citations received and 65 according to Google Scholar with more than 18.000 citations. His current research interests include group

decision making, consensus models, linguistic modeling, aggregation of information, information retrieval, bibliometrics, digital libraries,

web quality evaluation, recommender systems, and social media. Dr. Herrera-Viedma is an Associate Editor of international journals such as

the IEEE Trans. On Syst. Man, and Cyb.: Systems, Knowledge Based Systems, Soft Computing, Fuzzy Optimization and Decision Making,

Applied Soft Computing, Journal of Intelligent and Fuzzy Systems, and Information Sciences.

 

Prof. Jie Lu

Title: New Developments of Recommender System for e-Business Intelligence

Abstract: This talk will first introduce some popular recommendation models and approaches. It will then present ten recent developments

by our Decision Systems and e-Service Intelligence (DeSI) lab in recommender systems, including trust-enhanced recommender systems,

fuzzy recommender systems, tree-structured recommender systems, group recommender systems and so on. Finally it will give few

real-world applications of recommender systems in e-business intelligence.

 Bio: Professor Jie Lu is the Associate Dean Research in the Faculty of Engineering and Information Technology (FEIT) at the University of

Technology Sydney (UTS). She is also the Director of Decision Systems & e-Service Intelligence lab in Centre for QCIS. Her main research

interests lie in the area of decision support systems, recommender systems, knowledge-based prediction and warning systems, fuzzy

information processing and e-Service intelligence. She has published 6 research books and 350 papers in refereed journals and conference

proceedings. She has won seven Australian Research Council (ARC) Discovery Project grants and 10 other research grants. She received

the first UTS Research Excellence Medal for Teaching and Research Integration in 2010. She serves as Editor-In-Chief for Knowledge-Based

Systems (Elsevier), Associate Editor for IEEE Trans on Fuzzy Systems, and has served as a guest editor of ten special issues for international

journals, chairs for ten international conferences as well as having delivered many keynote speeches at international conferences.

 

Prof. Dr. Hiroshi Okuno

Title: Robot Audition and Beyond

Abstract: Robot audition, i.e., hearing capability with robot’s ears, is critical for successful deployment of a robot to various environments

and situations. Main functions of robot audition include sound source localization (SSL), i.e., identifying the direction of arrival of each sound

source originate, sound source separation (SSR), i.e, separating each sound source, and recognition of separated sounds, because people

usually hear a mixture of sounds. We have developed a robot audition open source software “HARK” as a general framework for robot

audition applications. HARK is ported to several humanoid robots such as SIG2, Robovie, HRP-2, and Hearbo to demonstrate various types

of human-robot interactions; listening to three simultaneous meal orders, robot quiz master, and co-player musical robots.

In this talk, I will introduce HARK and overview its applications to human-robot interactions. Since robot audition technologies and HARK

have recently been applied to more general areas, I will focus on animal calls and search-and-rescue activities. HARKBird captures sounds

with an inexpensive microphone array and localize and separate birdsongs in their natural habitat.  Frog chorus is analyzed by using

sound-imaging devices “Firefly” and demonstrated that Japanese Tree Frogs call alternately in their natural habitat.  As search-and-rescue

activities, a hose-shaped robot with microphones estimates its 3D-posture by emitting a sound and enhances human voices. 

This talk is based on joint work with Dr. Kazuhiro Nakadai and our colleagues.

 Bio: Prof. Hiroshi G. Okuno received B.A. and Ph.D from the University of Tokyo in 1972 and 1996, respectively.

He worked for NTT, JST, Tokyo University of Science, and Kyoto University.

He is currently a professor of Graduate Program for Embodiment Informatics, Waseda University, and a professor emeritus, Kyoto University.

He is currently engaged in computational auditory scene analysis, artificial intelligence and robot audition.

He received various awards including  2013 Award of Minster of Education, Culture, Sports, Science and Technology, the Best Paper Awards

of JSAI in 1991 and Advanced Robotics in 2014, the Best Paper Awards of IEA/AIE-2001, 2005, 2010, and 2013, and IEEE/RSJ IROS-2010

NTF Award for Entertainment Robots and Systems.

He co-edited "Computational Auditory Scene Analysis" (CRC Press, 1998), and "New Trends in Applied Artificial Intelligence" (Springer, 2007).

He is a fellow of IEEE, JSAI (the Japanese Society for Artificial Intelligence), IPSJ (the Information Processing Society of Japan), and RSJ (the

Robotics Society of Japan).
